Help XP SP2 Upgrade

When I try to install the XP SP2 upgrade to my PC that has WIN98SE I get to
a screen that requires the use of my mouse but my mouse and keyboard will
not work. Does anyone have ideas about what the problem might be?
 
After shutting the PC down, disconnecting the current mouse and keyboard and
connecting a USB mouse and keyboard, the upgrade completed.
