Help with system restore

Hello
I've restored computer system (Windows 2000 SP2, Veritas
Backup Exec 8.6), but after restore I get an error
"The application failed to initialize properly
(0x0000142)". I'm not able to launch any application,
everything ends with this error.
Pleas help

Does safe mode work? (i.e. are you able to run apps in safe mode?).

I've seen cases where the resolution involved updating drivers (RAID, NIC or
Video).
