Help with sending attachments to one person in a list

Probably a silly question as I could always send the message once with the
attachment to one person and another without the attachment to the second
person.

However,
Using Outlook 2000, does anyone know if it is possible to send a message
containing an attachment such that one person gets the whole message and the
second person gets everything except for the attachment.

Hope I have made myself understood.
