I'm thinking that the reason this question rarely gets answered is that there
really isn't an answer to it. Windows Vista doesn't automatically switch
from one power plan to another based on what power source is in use.

The power plans in Windows Vista work a bit differently than the power
schemes in previous versions of Windows. Every power plan has separate
settings for use with an AC adapter and with a battery source. A single
power plan holds separate sets of settings for the two power sources.
Instead of switching from one power plan to another when the computer changes
power sources, it merely switches from one set of settings to the other set
within the same power plan.

In order to use different power settings automatically when you change power
sources, simply select a single power plan to modify and use different
settings for when "on battery" or "plugged in."
