Help with .net Passport in Vista

I know very little about Vista and need to help my sister, who is several
states away, set up a .net passport. Her Vista Control panel does not seem
to have the same option as my Windows XP. Can someone please help with step
by step instructions, or tell me where I can find them?

Thank you Carey! I guess Windows Live ID has replaced .NET Passport. I have
had a Passport account for so long, I had not kept up with Windows Live ID.
