Help with monitor or hard disk not turning off

I cannot get my monitor or hard drive to turn off. I have the settings
set at 10 and 15 minute but nothing happens. Up to a few days ago
everything worked the way it should.
Any help will be appreciated.
 
Have you installed any software recently that is keeping the system active?
