Help with columns, boxes, dots !!!!!!!

Blonde alert...
I am trying to update a website, that I didn't make.
she has 'text' boxes of info, and on my frontpage 2003, it looks like dots
around, with text and even a picture ex

dots around in one column with a pix
then next to that, another column with rows all with dots.

HOW DO YOU DO THAT??????

Select the image or text box and use Style Format Borders - dotted
- or add the attribute
style="border: 2px dotted #FF0000"
as in
<img border="0" src="yourimgage.jpg" width="100" height="20" style="border: 2px dotted #FF0000">
