Help-Windows XP Logon Window SHutdown is DIMMED

As the subject states, the "Shutdown" button is dimmed when I select
options from the fresh restart Windows XP logon screen. I have checked
the User Accounts logon options, set and reset them, and the button
remains dimmed.

Googling returns hits that [seem] to apply only after one *has*
logged-in, not before as is my case.

Any suggestions?

Value Meaning
0 The Shutdown button is disabled. It still appears in the Log On to Windows dialog box, but it is dimmed and does not operate.
1 The Shutdown button is enabled.
