HELP: Windows XP Creats "~" on Desktop?

Can you advise what would cause Windows XP Pro to create a file on the
desktop named "~", with no file association? When I view it with notepad it
appears to be my address book?

This tends to happen arbitrarily on its own...Even when a fresh install is
performed...it is only a matter of time for the "~" file to appear?

What is causing this and how can I fix it?

Its a bug in one of the latest OE updates - either delete it or ignore
it!

It gets created everytime you update your address book.

A workaround to this is to not open Outlook Express with a shortcut on your
desktop.

This bug was introduced in one of the recent OE updates. For more

Greetings --

One of the recent "hotfixes" for OE causes the file to be created
when you update the address book. It's just a duplicate copy of the
address book and can be safely deleted. A permanent fix is in
development.

Does this happen to everyone? As I've never heard this complaint from
others running the same...

Only if you have the update installed that caused it. It's the working copy
of your address book.

It will put the ~ file where the shortcut used launches from. C:\Documents
and Settings\<UserName>\Desktop, C:\Program Files\Outlook Express, C:\Program
Files\OE-QuoteFix, etc.
