HELP: windows XP automatically starts Internet Explorer and freezes OE and user IE

Since a few days my Windows XP (SP2) is automatically starting an instance
of IE.
This is causing both outlook express and internet explorer to hang till I
shut this phantom
instance down.
I tried everything with no luck, please help.
I thank in advance whomever may give me useful suggestions on how to solve
this issue.
