help viewing pages

hello.

well, everytime i try and view a page where i can download a program it says
you are not authorized to view this page, and you do not have the proper
credentials to view this page. This has been happening for about 3 weeks now.
I don't now how to fix this. I've tried fixing it...but obviously I did
nothing right. please help!
