Windows XP HELP!!! The local policy of this system does not permit you to logon interactively.

Can some one offer some help on this logon message:

"The local polilcy of this system does not permit you to logon interactively."

This is a personal notebook computer and I have no way to log in to windows not even in safe mode.

Please can any one help me with this issue. I don't want to reformat my drive because I have info that I don't want to loose.

Which operating system is this, and are you trying to log on as the administrator?

this is windows xp home edition. And i can't log on as admin or any other user. I just found a security hole when reparing windows and I am able to go to cmd prompt. that is the only part of windows i can access right now.
