the local policy of this system does not permit you to logon interactively

Laptop not on network at all never has been, turned on had this error. Looks
like policy is set to no local log-in.
How do I get back in Windows?
Anyway to edit policy from recovery consol or from a PE boot disk?
I have tried all I know how short of a reinstall. Thank Yu

Logging on with an administrative account should allow you
to fix this problem.

If you can not log in locally you can not log in as Administrator. I have
tried safe mode Admin you name it. I have seen others on the net with same
problem and they were all using notebooks, not sure If a virus removed the
log in locally or the customer was doing something stupid.
