Help- System won't make Emergency Recovery Disk

My W2K seems to run clean and stable. When I first installed the OS I
created an ERD but since then I have made some configuration changes and I
want to make a new ERD. But when I open the BACKUP utility and run the ERD
creation routine I get the following message:

"The operation failed. The disk file was not found or was inaccessible"

Can anyone shed any light on what might be wrong and how I might fix it.

Check that the file 'setup.log' exists in the
\winnt\repair
directory.

Besides that error, know that W2K and up does not created the ERD in
the same way that NT did. Most files are saved on the hard disk.
Not "bad", just different. The contents on the floppy will rarely
change over time. Windows, Help, "Repair overview" is a local
starting point.

FYI Running ntbackup.exe "ERD" and checking the "Also backup the
registry to the repair directory..." (even without a floppy diskette
present) will do a full system and logged (admin.) user registry
backup to %systemroot%\repair\RegBack\
