Help & Support won't open

Hi all,
When I click on Help & Support on start tag, nothing happens. (except a
very brief hourglass, I don't even get an error message)
I've checked registry key to find if the file is there (it is), and
services to see if it's switched on (it is).
I have Norton Security, SP2, XP Home.
Is this an SP2 issue, perhaps?

I've tried the command codes on that site, but it doesn't recognise
"windir" as a valid command, should I substitute the actual file path
instead of windir?
