HELP? replication permissions

Question....

I have a child domain in a forrest that will not allow
replication from teh top level domain controllers. When i
try to force replication from AD SITES AND SERVICES MMC,
select child domain server in the ntds settings, and
rightclick, replicate now.....REPLICATION WAS DENIED
message comes up.

If i go the other way (selecting the main DC in teh
child's ntds settings) , replication is allowed.

IDEAS???????

Hello Mike,
Are you logged in with the Enterprise Administrator account when you try to
force replication of a connection? How is event log? is there any event
logged related to replication. Please install Windows Server Support Tools
found on the Windows Server CD. Use the command line based tool repadmin,
with the follow syntax:
repadmin /showreps /v , see if you found any replication issues in the
output.

I have treid it with the administrator account for teh
child, as well as teh admin account for the root domain.
the event log has some dns issues in teh child though.
here is one of the outputs....

Registration of the DNS record '8c90e983-ceb7-4650-ab46-
bc41d483a78c._msdcs.DOMAIN.k12.ca.us. 600 IN CNAME
server.child.DOMAIN.k12.ca.us.' failed with the following
error:
DNS operation refused.


ideas?? Ive already done teh KB article that setsup dns
on the child.
