Also check these two registry keys for a NoClose value.
HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
Valuie Name: NoClose
Data type: REG_DWORD
Value Data: 0 or 1
0 = The policy is disabled or not configured. Shut Down appears on the Start
menu and in the Windows Security dialog box.
1 = The policy is enabled. Shut Down does not appear on the Start menu or in
the Windows Security dialog box.
Description
Removes Shut Down from the Start menu and disables the Shut Down button in
the Windows Security dialog box.
As a result, users cannot use the Windows user interface to shut down the
system. However, this entry does not prevent users from running programs
that shut down Windows.
