Help Please

[Need Help]

I have two problems with the internet explorer...first of
all i must have accidentally downloaded this internet
optimizer and now i can't delete the program its says
access is denied....i need a way to get around
that ...another problem is that my internet home page
just doesn't change..i do all the steps but it restores
it back to this stupid site...help me..
