help please

I have been given a computer with win 200 prof on it. It auto logs in
with an administrator account and then I find it only runs set programs.
Control panel has been removed and I cannot use explorer to look at the
hard disk etc. I can boot it to dos though.
The setup password has been set in the bios.
Is there anything I can do to find control panel?
Can I rest the setup password? It is a dell computer.

Use the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\Control Panel
"Prohibit access to the Control Panel" and set it back to "Not Configured"
