HELP Please! Problem downloading

I'm trying to download a moon calender, I've followed the instructions explicitly but I get "Access to the specified device, path or file is denied" I also get "File error cannot find OC25.DLL" There is a zip version and a full version, I've tried to download them both but with the same results
Can anybody help me please?

The file "oc25.dll" is not an XP Windows file. It is available with some
Microsoft products as described here:
http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dllinfo.asp

When you refer to "zip version" and "full version" are you referring to a
downloaded copy of the missing DLL? If yes, try placing an unzipped copy of
the file into the program's own folder.
