help on telnet

Hello,
i wanted to telnet my mobile phone to my computer earlier on my other pc i
used telnet it but now i have my laptop with xp pro n sp2.. i installed the
latest drivers for usb lan... but even no luck..

my device ip is 172.16.16.1
i also changed to 192.168.16.1 but still not able to telnet it..

althought when give command ping 172.16.16.1 (default ip) it gives me 100%
result ..
But if i telnet 172.16.16.2 it give error:

could not open connetion to the host, on port 23 connection failed.

i also changed the port but it gives same error....

plz can anyone help me on this..

You need to install a telnet server on to your computer. Try running a Google
search on "telnet server".
