HELP ME

When I try to open My Computer or any other file folder
on my computer the following happens. The Desktop goes
blank, then everything reapears. But the file folder does
not open. IE explorer will not open either. I installed
the IE SP 1. but that did not help.

There is an issue with cumulative updates that were released in 2003 that can cause this. To fix it you need to return Internet Explorer back to a previous version. Re-apply the service pack for Windows 2000 you are currently using. Run the sfc /purgecache /scannow in the command prompt. Then change the IsInstalled value to 0 in this key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{44BBA840-CC51-11CF-AAFA-00AA00B6015C}

Then reinstall the version of Internet Explorer you want.

After each of the above steps you should reboot and clean up any personal settings if you get a dialog box asking if you want to do that.

After the last step get the November 2003 Cumulative update for the version of IE you re-installed, apply that and finally reboot. HTH
