Help me to remove folder

I've got a new laptop with Vista home premium.
I'm stuck with Vista till the warranty runs out.

I can't, "don't have permission" to delete a folder.
Guest Account is turned off.
I'm the Administrator
UAC is turned off.
How do I get permission to delete this folder.

You should not use the administrator account as your everyday account since
that is what you use to make emergency repairs should your everyday account
become corrupted. I don't use Vista so I am not positive of the steps
required to make a new user account with admin privileges. If you don't
know, suggest you post to a Vista newsgroup such as:
microsoft.public.windows.vista.general

Since this is a Windows XP newsgroup, you should ask in a Vista group.
