It's not a URL - it's a newsgroup identifier. ExcelForum carries only a
fraction of the Excel newsgroups.

You can use a newsreader (including Entourage if you have Office 2001 or
Office v.X), see:

for help in setting one up, or, alternatively, using Google groups to
post. Note that Google has a lag of 4-12 hours when displaying posts.
