Help in Transferring files

My Desktop was struck by lightening through the cable modem.
Everything else was on a surge protector, but Cox has told us not to
run the inernet through a cable surge...

I lost my cable modem, my router and my computer won't boot.
Motherboard gone.

The Hard drive was a SATA drive and therefore can't be slaved in my
other computer which is IDE drives.

I bought a SATA case and made the drive an external. USB drive. Many
things like pics, e-mail etc were saved. However, I can't copy some
of the address files and a golf Data Base from Microsoft works,
because it says I have no administrative access to those files. I've
tried to drag them to shared files and no joy.

Can anyone tell me how I'm going to get those files over to my new
computer?

If the OS on the computer you're booting from is XP Home you'll need to
start in Safe Mode as the Administrator to take ownership.

Right-clicking the files & taking ownership is one way

First time I've heard mention of not running internet through a surge
protector. Who is Cox and for what reason was this advice given?
