Help...How do I get in my own computer as system administrator?

When I try to delete my internet history...I go to Tools...Internet Options...and the following message appear
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator
I AM the system administrator. How can I get this message to go away so I can go in and delete my history so my system will run faster. Thanks

Re-enable Internet Options:
Line 268. Restore All Tabs under Internet Options

This restriction can also be caused by spyware. Update your spyware program and
check your system on a regular basis.

If you are running Spybot already, open in Advanced Mode and check this:
Click on Immunize and uncheck the option "Lock IE control panel...." (Under
"Recommended miscellaneous protections" section) – old version 1.2
Exit Spybot and restart IE
