Help: How do I get drop down drive selector on Folders?

Hi!

I have been racking my brains to find a way to get the drop down drive
selector on the windows explorer folder. I'm talking about the drop arrow
you click on that displays a list of all your drives, plus my documents etc.
when running from a folder. It might be called the navigation toolbar,
though this is half a guess.

I know its possible to get, because it is on every operating system prior to
xp and I have had it running on xp before., I have just reintsalled xp, and
I cannot figure out a way to get it back.

Any help would be appreciated,

When I try the address bar I don't seem to get anything. I'm not sure what
the address bar does!
