HELP!!! How can I reset permissions on my dell dimension 3100c

Here is the sad tale.

I went on holiday to Cornwall leaving a friends teenage son in the
house to take care of it. (I know. I know!) Came back, fired up the PC
and it refused to boot. It would start, stop, reboot then do the same
again. I managed to boot into Safe mode (F8) and went looking for the
cause but with no luck. Tried a normal boot and it worked. However,
all the permissions were changed and my user account was gone and
replaced by another. This user account refused to allow me into the My
Documents folder. I suspected a virus. Ran Mc Afee but it would not
work. Checked it and the shit software it is has been disabled via the
registry.

Read up on permissions and had a go at resetting them. While looking
at them I found an anonymous user listed with full permission to do
anything. I tried to delete it but failed. (I dont have any idea how
to play with the permissions) I soldiered on hoping I would eventually
figure out how the permissions thing works. I failed.

The result is that now I have messed up the permissions folder and
cannot reset it. is there an available utility for doing this.

I cannot use the restore capability because I have reinstalled Win Xp
pack 2 and apprently, that was enough to prevent restore working!
(Great idea Dell...I don't think!) I have heard this can be overcome
by using something called, "The recovery console"but I have no idea
how to get to that or use it when I get there and having messed up
once I have no desire to make the same mistake.

First thing I'd try is System Restore.
Open Windows in Safe Mode and select System Restore from the Welcome screen
click start - Program files - Accessories - System Tools - System Restore.
Find a restore point from before you went on holiday.

if that does not work back up data or if you have access to anther pc,
plug the hard drive into slave and copy data to that pc, and then do
repair install or reformat.
