Help! GPO and terminal servers

I have an OU that is nested down 2 levels in AD. This OU
is called TermServers. I have users that are distributed
in other OUs above this one that have their own GPO.

Is there a way to have them receive the GPOs when they
logon on their desktops BUT whenever they terminal into
the TerminalServer, it will NOT process the USER GPO but
a new set?

Unfortunately I can't add users to the same OU that the
Terminal Server is in. Is this possible?
