When on the net sometimes when I try to download something when I click on

What are you trying to download -a displayed picture, a link to a file, or?
Where does the red X appear? Within an error message window? Is there
anything else in that window? Is it possible downloads are blocked on your
system with Content Advisor or settings from third party internet security
software?

Or has the web page that you're visiting implemented a script to block the
saving of pictures? While web page authors can put this kind of a block in
place, there may be a copy of the image(s) in your Temporary Internet Files
folder.
