My fiancee deleted an incorrect registry key and when rebooting, WinXP
would not load. I reloaded Windows to enable her access to her files,
but it now takes forever to load, and no programs will run when opened
(Acrobat, MS Money, among others).

Will I need to reformat her computer, a newer Dell notebook, or is
there another fix that I can try? And if I need to reformat, can
someone give me directions on how to do this quickly and correctly?

Depends what you mean by 'reloaded win'
Did'nt the Dell come with a recovery disk, as apposed to full Winxp disk?
Anycase you could probably have recovered the origonal, ie last good config
etc.
Perhaps you should read up before blindly reinstalling.
