Did you backup your encryption information?
(Key)

If the answer is "No", then you are likely "Out of Luck".
You said you reformatted - you lost the original user credentials. With no
backup - those files you encrypted are lost to you.

On a general note, it's amazing how many users think the files are encrypted
with their PASSWORD - which is a logical assumption , really. After all, if
you'd been sold a padlock and key, then you'd naturally assume the key was
what opened the lock.

Perhaps the instructions need modifying to make it clear that this is NOT
the case.

Did you back up the key and certificate and/or designate a recovery
agent? In EFS files are encrypted with the user's SSID. When the
system is reinstalled a new SSID is created. Without a backup of the
key and certificate and/or a designated recover agent the files are lost
to you.

For future use if you should decide to use EFS again:

Except the password is not the key.
The password simply gives access to the key which is gone after a format.

Security and potential consequences of EFS probably should be explained
more..
But EFS is not available on Home and Pro users are assumed to be more
technically advanced.
Part of the problem is many get Pro when they have no need and then they use
such features such as EFS without realizing how secure it is.
If all it took was the User ID/Password, that is not secure and the
experienced computer users realize that.
If that is the type of security they want, simply password their profile and
use NTFS.
Then if there is a problem, all data can be recovered simply by Taking
Ownership.

Greetings,

If the key was stored in a file that was formatted there is still a
chance to bring it back. You can use mighty data recovery utility, I
suppose Active@ Undelete or Uneraser (DOS) to try bring file back.
These powerful utilities never failed me, they were alway able to bring
data back. I suppose that should help, give it a try.
