See if the information in this MSKB article helps you to resolve the problem:
CD-ROM access is missing and messages cite error code 31, code 32, code 19,
code 39, or code 41 after you remove Easy CD Creator in Windows XP http://support.microsoft.com/default.aspx?scid=314060
(please note that although the article references Easy CD Creator, there are
other third-party software packages that will cause the same "problem" to
occur).
If you don't want to manually edit the registry, you can d/load and run the
registry patch that is available here: http://aumha.org/win5/a/xpcd.php#problems
