HELP: Connection so Slow

My web surfing has slowed down quite a bit lately, although I subscribed to
1.5mb ADSL broadband.
To speed things up, I've deleted all Temporary Internet files (Tools/Tools
Options/Delete Cookies, Files), History Files, etc. I've scanned for viruses
using Trend Micro, AVG and removed the Spyware files that were detected.
But IE still loads web pages slowly.

In fact, I used the Intel Broad Band Speed Test site at
http://www.intel.com/personal/resources/broadband/speedtest.htm to check my
download speed and found that it is 6.3 kps. I am really at a loss why that
is so.

Please help. I am using IE version 6.0.2990.2180.xpsp_sp2_gdr.050301-1519
128 bit on Win XP on a DELL 2.2 Ghz with 256 RAM. Many thanks

Since most non-viral malware will not be caught by either Trend Micro or
AVG, scan for malware. Your computer is probably still not clean.

Go through these general malware removal steps systematically -

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a professional computer repair
shop (not your local version of BigStoreUSA).

Do you have another system that you can use to verify the test speed?
Ideally, get someone with laptop that works properly elsewhere to just come
over and run the test.

If the results are repeated, consider that the line - not your computer -
may be compromised. Also, try another speed test like the one at
dslreports.com .

Alternately, create a new user account that uses only the most basic
required apps and services - no extra printers or scanners or resident
software other than Antivirus. Msconfig (start, run, msconfig) can help
you with this. The object is to have the least amount running.

Re-run the test. If it is still low, contact your ISP or phone provider as
there may be a problem with the line (and that includes the wires leading to
your home) or with settings for your account (at their office).

Problems like these can *not* be addressed by you adjusting your computer.
You should start with verifying the condition of the lines and service.

I was on vacation using a relative's PC to surf the net, and she complained
that it's SLOOOW, and her husband ran spyware, virus software etc, and found
nothing.

I took a look, and CPU utilization was 100%, with some spyware program
running in the background, and it was the spyware causing the problem.

I get these problems on my PC at times, and I got all kinds of services
running in background that causes WEB surfing to come to a crawl. ANd when I
start deleting them in preparation for a reboot, it starts to speed up quite
a bit.

What does your ISP customer support say about the problem?
Does your ADSL modem provide statistics on the connection?

A UHP modem can provide an ADSL statistics sheet like the one below, which
can help diagnose line problems.

With the above connection conditions, I get 1.6 Mbps on the same speed test.
Your reported speed of 6.3 kps indicates, most likely, terrible problems on
your telephone line. No matter what is going on inside your system, I don't
think it could cause such a low download speed.

You could try other speed tests, as the one you used is not very thorough.

From Atlanta, Georgia using the server in San Francisco, California, I get a
reported dowload speed of 2356 kbps and upload speed of 311 kbps.

Using a servers in Hong Kong and Macau I get reported download speeds that
are slightly lower.
