HELP: cannot access options in internet explorer

Loctite

For some strange reason, my home page has been changed to
file//c:/windows/s.htm (which does not exist so it never
loads)
And, when i go to TOOLS, Internet options i get an error stating
the action has been cancelled due to restrictions in effect on this computer
!
I am running Xp pro, service pack 1 and am logged in as administrator.......

any ideas how to fix this ?
did a trojan / worm cause this ?
