Help applying registry settings though tool.

Hello, can someone please help. I am trying to apply some simple registry settings through user login scripts. Normally I have successfully done this even though the users don't have sufficient rights. To get around that issue I use the RunAs tool. However I cannot get these key updates to work.

This the .reg file contents that I am trying to apply to the local PC's:
