I just got an new desktop from dell. However when I click
"Start" and "Help and Support" nothing comes up. Dell
cannot help me. They shipped me another computer with the
same problem. Does anyone know what then poblem is?

I think this is right

Try this link for Help and Support..
http://www.dougknox.com/xp/scripts_desc/fixwinxphelp.htm

Or, go to Start > run and type: helpctr -regserver

To totally reinstall help and support, copy and paste the following
line in a Start > Run prompt:

rundll32.exe advpack.dll,LaunchINFSection
%systemroot%\inf\pchealth.inf

The program will ask for the Windows XP CD, alternatively, try to
point it to the Windows\System32\dllcache folder and the
Windows\ServicePackFiles\i386 folders.

Good luck
