"Help and Support" Does not open

When you click the "Help and Support" link in the Start Menu, Help Center is
not opened. However, a desktop shortcut to
"%Windir%\PCHealth\HelpCtr\Binaries\HelpCtr.exe" Does not work either. Just
give me hourglass for two seconds. I have downloaded SP 2 for XP that did
not help either.

There are major issues with the H&S and SP2 that HP is working on, at least
that's what I've been told. I can't find anything in microsoft either. I
wished I could be of more help. At least my h&s opens but I can't send
messages and the auto update continues to download but won't finish, it stops
at 15%.
