Help and support centre is not connecting to Internet

I have a Windows XP Professional installed on my PC, which is always
connected to internet. I am able to browse internet. However, Help and
Support Centre is not able to connect to Internet.

I have Norton Internet Security 2006 installed on my PC. I am having no
problem browsing internet, all other applications are able to connect to
internet also. Suggest how to resolve the problem.

Configure NIS so that the following processes are allowed to connect to the
internet:

HelpHost.exe
HelpCtr.exe

Windows XP Internet Programs Cannot Connect to the Internet Through
Broadband Connection:

Help and Support Center Does Not Automatically Connect to the Internet:
http://support.microsoft.com/?kbid=315955

If that does not help, try the following (from Simon, a newsgroup poster)

settings. Unselect Use HTTP 1.1 and Use HTTP 1.1 through proxy
