Help and Support center won't display

When I click the "help and Support Center" option on the
Start menu, the cursor flicks very briefly to an
hourglass icon a couple of times and that's it. Nothing
displays. I'm running XP Professional Service Pack 1.
I think this happened when I uninstalled the patch
several months ago that had a "slowdown" effect
(subsequently fixed by Microsoft), but I'm not certain.
I am currently up to date on Critical patches in the
opinion of Windows Update.
Any suggestions?
