heading numbering not restarting

Using Word 2003

I'm using headings/styles and have built them according to instructions (I
believe). While the 3rd level does restart in a new level 2, the 2nd level
fails to restart for a new level 1. Have rebuilt them a couple times, I'm
obviously not got some right.

If a certain numbering level doesn't "behave," in the Customize Outline
Numbered List dialog box, it is usually easier to delete the contents of the
"Number format" box and then reinsert the level number (via the "Number
style" box) and any higher levels (via the "Previous level number" box). Be
sure to choose the appropriate level in the "Restart numbering after" box.
