Headers/Footers Different First Page Word 2007

Is Different First Page on by default or not on by default? Thank you.
 
In a factory default installation, "Different first page" is turned off.

However, if you have enabled "Different first page" in a section of your
document, and then add a section break with the insertion point in that
section, the setting will be duplicated into the newly created section.
 
Moreover, if you add a cover page, Word enables "Different first page" in
order to insert the cover page with different content in the header/footer.
