Header wont be "same as previous"

I have a document with several sections. They should all have the same
header, but sometimes a section wont link to the header of the previous
section - despite the fact that a dialog box asks if I want to delete the
current header and link it to the previous.

What is the problem? I use Word 2003.

Do the Sections both have the same Layout, that is settings for Different
First Page or Different Odd and Even?
