Header troubles, section trouble

Hallo.

I'm trying to understand the way the A4manual by John Mcghie works; this
because I plan to convert 4-5 300 pages manuals to this template. I have to
learn Word from the buttom an up myself, and some things are quite difficult
for me:

In JM's explanation to the manual, he writes that he wants to create
separate headers/footers for the first two pages, i.e the front cover and
the legal stuff on the backside, but the next page (the one with the TOC)
should contain header and footer similiar to the following pages. However
when I open this A4manual-template, the third page (TOC) still says First
page header and contains nothing, and I have so far been unable to change
this. As I see it, the third page(TOC) should be the Odd page header
instead, but maybe I'm wrong???? I have a nagging feeling that all my
trouble come from not fully understanding the way section breaks work,
including the "section start" under File/Page setup/layout.

Furthermore I understand from JM's explanation and also Shauna Kellys
website, that one should try to avoid page breaks and section breaks
throughout a manual, how can this be? I need to make all chapters end on an
even page, containing at least an "intentionally left blank" notice,
wouldn't it be the easiest way to put a page break on the previous page?

Can anyone help me?

If you don't want the second section to begin with a different first page,
then clear that option (for that section) on the Layout tab of Page Setup.
For the "blank" pages, see
http://word.mvps.org/FAQs/TblsFldsFms/InsEvnPgEndChap.htm, but if you don't
need to have text on the blank page (much easier), then just use an Odd Page
break.
