Header/Footer Dim

Is there a way to make the header and footer from becoming dim when you close
the options tool bar? Using Word 2003.

Options tool bar? Don't you mean Header & Footer tool bar? They are dim to
avoid distraction when working on your document.
 
No. The header and footer are always dimmed when you are working in the text
layer; the document body is dimmed when you are in the header/footer layer.
