Header Footer Auto Text list is gone

When I go to Insert --> Auto Text --> Header Footer, the list does not show.
I found a few similar questions on here but all say to restore settings or
start in safe mode. I really don't want to do this because I have a lot of
custom auto text set up already and don't want to have to re-do them. Any
suggestions?

You don't have to lose your settings. Rename Normal.dot and restart Word.
Then use the Organizer to copy the AutoText entries from the new Normal.dot
to your renamed one. Then close Word, delete the new Normal.dot and rename
your old one back to Normal.dot. But the fact that your current Normal.dot
doesn't have AutoText entries suggests that you may have saved a document or
template as Normal.dot, which suggests that the AutoText entries may not be
all you're missing; see
http://word.mvps.org/FAQs/Customization/CustomizeNormalTemplate.htm for
advice on the proper way to customize Normal.dot.
