How can I make my header fill the page (at the top) no matter what size
screen or browser people use. I have set it so that it fills the screen at
600x800 but I would like it to fill the screen even if someone is using a
resolution of say 1280x1024.
 
If you are using a image, it is not possible, if you don't want the image distorted.

It's an illusion...pick one of those sites that you like and open it with Frontpage...you'll see how it's done.

You'll see that usually..the top left contains a logo, the middle cell contains nothing (or a graphic background that will collapse gracefully) and a top right graphic. Usually the top left and top right columns are fixed width and the middle is what collapses.

You have to do a little math and a lot of experimentation to get it the way you want.
