HDI deny a user on WinXP software installation rights?

I have a friend who I let use my PC (with their own user account), but I do
not want them to be able to install software.

I am using WinXP in a stand-alone (non-domain) setup.

Are you using Home or Pro? I don't think you can in Home, but in Pro you
can change their account type to "Limited" instead of Administrator. The
limited account is probably close to the Win2000 Power User account. You
may be able to restrict it further in the Management Console, but I am not
familiar enough with it to give you any suggestions.
 
Limited User is it's pretty name. It is the same as a 2000 User (and is called User in the non pretty parts of XP). An XP/2000 Power User is similar to a NT4 User.
