Having trouble inserting in FrontPage 2003

I am building a new site in Frontpage 2003. My pages have shared borders. I
need to insert a page banner and a navigation bar, but when I click insert on
the top tool bar and scroll down, both functions are light grey and I cannot
choose either option. How can I correct this problem to access the
functions?

Check Tools Page Options Authoring and make sure the Run time components are enabled
