Have different row heights between columns

What do you have to do to have different row heights at different places in a
spread sheet. Can you have adjacent columns with different row heights?
 
You could merge cells to give the appearance of different rowheights.

Merge A1:A3 and it'll look like A1 is the same height as rows 1:3.

But merged cells can cause problems of their own. Excel has learned how to
treat merged cells better with each new version.
